HOMELESS BILL OF RIGHTS AND FAIRNESS ACT DEEMED TOO EXPENSIVE

AB 5 (Ammiano; D-San Francisco) “the Homeless Person’s Bill of Rights and Fairness Act,” has died in the Assembly due to cost concerns and impacts on state and local governments.

Thank you to everyone who helped communicate with legislators about the negative impacts this bill would have had on private property, downtowns, and Business Improvement Districts (BIDS).  A particular “thank you” to the California Downtown Association, whose members were specifically targeted in the bill and who stepped-up with an active campaign to educate members of the Assembly about its negative impacts.

With regard to these issues, CBPA continues to support AB 639 (Speaker Perez) the Veterans Housing and Homeless Prevention Act, a measure that seeks to help the homeless through providing resources for services and housing.
